How To Start Outlook In Safe Mode
One of the most popular software applications for email clients these days is Microsoft Outlook. This is because it lets users install a number of different add-ons that make it easier to use, as well as letting them choose from a number of different options for preferences. The downside to this is that errors can be caused by these customizations to Outlook.
Using Safe Mode is the best way to try to start Outlook should you not be able to open Outlook in the normal manner. When using Safe Mode, Outlook will open up without any of the special preferences or add-ons that you may have loaded. If Outlook will start in Safe Mode but not in the normal manner, this shows that you have a problem either with your profile's configuration file or with an add-on that you have installed. Usually it is not necessary to do a pst file repair.
How to Start Outlook in Safe Mode
1) Hold down the Windows key + R in order to open up the Run Program dialog box.
2) Enter outlook.exe /safe into the box, leaving a space between the outlook.exe and the /safe. Using this /safe switch is how to start Outlook in Safe Mode.

4) Should your Outlook files not be stored in this default location, you can find them by right-clicking on the icon for Outlook Quick Launch and go to the Properties section. The /safe:4 switch will allow you to start Outlook 2003 or Outlook 2007 without loading any *.fav files or customized toolbars (Outcmd.dat files).
Should you just want to start and open a specific folder in a new window, you can use the /select %foldername% command. You will need to write the entire folder path instead of just %foldername% when using the /safe:4 switch to open in Safe Mode.
